You can send a certified letter, return receipt requesting to have access to the official records and the HOA has 10 business days from the receipt of your letter to provide access. At the inspection of the official records you can make copies of the documents free of charge with a smart phone or other device or pay the HOA $0.25 per page for copies in excess of 25 pages. You would need to request to see the Declarations. The bylaws do not contain restrictions and are a document for outlining how meetings are conducted and how the board of directors are elected and what their duties are.
